any more snow in Mar ?

Hi, wan to sign up a winter package in Mar 09, one of the attraction is at a ski resort. We are not really into skiing (have 2 kids aged 4.5 yrs old and 22 months old) but rather to play with snow and other activities. However,the agency told us that there will be no more snowing during Mar period and the snow level is decreasing.

Quite a headache, Mar is the only period we take time off for a winter holiday.. therefore, can any kind souls advice us wthether is it a good time to visit Seoul for a bit of snowing activities (no really need to be snowing, but at least can have fun with snow)??? and during which part of Mar, the package has a few departure dates from early to end Mar..
