Just how cold does Incheon/Seoul get in mid-February? I have a 27 hour layover, and I%26#39;d like to see Seoul without carrying a big jacket around.

It is still very cold in mid Feb. The temperature is below 0 degree in the morning and less than 5 during the day time. You should bring warm jacket or bomber unless you are living in a cold area. The winter of Korea is very cold and super dry.
